China's state council has passed the suggestions on accelerating the development of modern crop seed industry in a bid to construct the modern crop seed industry in China. On February 22, 2011, Chinese prime minister Wen Jiabao stated that by 2020, China will foster a number of improved seeds with excellent application prospect and intellectual property rights; China will establish seed production bases in terms of standardization, large scale, intensification and mechanization; China will found modern crop seed enterprises with advanced technology of breeding, production and processing.
